conforms to guidelines designed to help easy navigation.
All pages are set up to allow access by versions of any browser ranging
from IE3.02 and further as well as IE based browsers. Netscape browsers
are currently still being tested and CIMU will advice accordingly.
The following information will help you understand what standards we have
applied to the site and how to deal with certain file types.
Text navigation
Each of the doi.gov.mt pages has a text navigation section down the
left hand side of the screen.
There are no graphical navigation buttons within the no frames environment
as they are unnecessary devices which can in many cases be more of a hindrance
than a help.
The text links include a description box informing the user where the link
will go. This can be viewed by placing the pointer over the line of text.
Keyboard access
Keyboard access is important for users who do not have ability to use
a pointing device.
Each of the areas of doi.gov.mt has been constructed to allow users to
bind keyboard strokes to actions.
Not only is this an essential tool for sections of the community it is a
quick and easy way for everyone to navigate the site. Just press the 'alt'
key and the required letter at the same time and let the browser do the rest.
Below is a complete list of the short cut keys to be used when navigating.
The doi.gov.mt web site has been designed with all users in mind.
The standard outline guide for the site was for an SVGA resolution monitor
(800 x 600) using 256 colours. The site is quite useable with specifications
lower than this.
The doi.gov.mt web site has been fully tested on a number of
browsers on the majority of existing computer operating systems.
doi.gov.mt uses Cascading Style Sheets (CSS) to format the textual
information within each page. Only browsers from version 4 upwards fully
understand CSS formatting.
While every effort has been made to ensure that the site is fully usable there
are a number of small issues which CIMU and MITTS is trying to tackle.
To bookmark a particular page the user selects
Favorites, Add to Favorites from the menu option within Microsoft IE or Bookmarks,
Add Bookmarks in Netscape.
We currently index documents held on other Maltese
public sector web sites as well as those hosted by doi.gov.mt This search
facility is the only Maltese specific public sector search engine on the internet.
To complete a search the user has to enter a word or collection of words into
the text search box. Pressing the return key or clicking on the search button
will present the user with a listing of documents which correspond to the search
details. These results will be rated, the most complete matches will be listed
first, decreasing in relevence as the user goes further down the list.
doi.gov.mt supplies a feedback form to give users
an opportunity to voice their comments on the service.
Within the form there is a section for general comments on the doi.gov.mt
service in general, there is also a section for users to inform the DOI of any
problems they may be experiencing.
Once the form has been completed the user must click on the submit button at the
bottom of the page. This will forward the information to the doi.gov.mt service.
We cannot reply to every query but each one will be read and acted upon where necessary.
Some pages within the doi.gov.mt service are
in other formats other than HTML or XHTML. These are MS Word documents and MS
PowerPoint files. To read these files the user requires the MS Word and MS
PowerPoint software respectively.
Users will notice that each of the doi.gov.mt
pages has its total document size detailed at the bottom.
It is important that individual files remain small on the web so that download
times for a user are kept to a minimum. A single page should never be larger
than 120k in size. This is not a figure confined to the ascii text (HTML or
XHTML file) but must also include the file sizes of all files contained on that
page as well (.gif, .jpg, etc).
