RE-ENGAGEMENT OF SUPPLY TEACHERS WITHIN THE DIRECTORATE FOR
EDUCATIONAL SERVICES (DES)
In accordance with clause 3.1 of
the current Collective Agreement, nomenclatures denoting the male
gender include also the female gender.
Hereunder is call for applications
for Supply Teachers. Persons who have already applied in terms of
the original call published
first on 21st December 2010 and subsequently 20th
May 2011 in Government Gazettes No. 18,690 and No.
18,752) and have not yet been called for an interview, need not
resubmit their application as interviews will be done in the coming
months.
Closing date for applications is being extended to 31st
October 2012.
All results lists (order of merit
lists) published for the call (Government Gazette No. 18,690 &
No. 18,752)mentioned above have the validity period extended
to31st December 2012 or until they are exhausted
which ever comes first.
1.Introduction
1.1 The Public Service
Commission notifies that the Directorate for Educational Services
(DES) is in the process of compiling a reserve list of prospective
Supply Teachers to teach in Malta and/or Gozo for a definite period
on a temporary (full or part-time) basis as and when required.
1.2 The functions of the DES
are established by the Education Act (as amended by Act XIII of
2006) which may be consulted on:
1.3 The mission of the DES is to
ensure the effective and efficient operation and delivery of
services to the Colleges and Schools within an established framework
of decentralization and autonomy.
1.4 Any offer of engagement is
of an entirely temporary nature and is governed by the Memorandum of
Understanding between the Government of Malta and the Malta Union of
Teachers signed on the 26th of May 2009.
1.5 The overall functions of
a supply teacher shall include:
·to teach and educate
students according to guidelines provided by the National Curriculum
Framework under the overall guidance of the competent education
authority;
·to teach and educate
students according to the educational needs, abilities and
attainment potential of individual students entrusted to his/her
care by the Head of School.
·to perform the
following duties of Supply Teacher stipulated in the Job
Descriptions Handbook, annexed to the “Agreement between the
Government of Malta and the Malta Union of Teachers to facilitate
the implementation of an education reform process For All Children
to Succeed” signed on the 17th July 2007.
·to keep
himself/herself well informed of all developments connected with the
services provided by the DES/DQSE;
·any other duties
according to the exigencies of the Public Service as directed by the
Principal Permanent Secretary.
1.6Selected candidates
are expected to carry out his/her duties in utmost good faith, with
due diligence and to the best of his/her abilities and he/she shall
act in all respects according to the instructions and/or directives
given to him/her by the Education Directorates, College Principal,
and Head of School.
1.7Selected candidates
are required to follow professional development courses (CDP),
in-service training programmes and/or an induction course as
appropriate to their role and functions, as indicated by the
Educational Directorates, College
Principal or Head of School.
1.8Supply Teachers shall
adopt and work towards the implementation of the school development
plan of the particular school or schools they are giving service
in.
1.9Supply Teachers may be
assigned to serve in any College, school, resource centre or
educational institution including serving in more than one
school/centre/institution, in Malta and Gozo. The Director General
DES, reserves the right to deploy selected candidates from one
College/school/centre/institution to another according to the
exigencies of the DES.
1.10School days, school
hours and school holidays shall be as established in the “Agreement
between the Government of Malta and the Malta Union of Teachers to
further facilitate the implementation of an education reform process
For All Children to Succeed” signed on the 23rd August
2010.
2.Sectors and subjects/areas applicants may wish to apply for

Applicants applying for any of the
four subjects mentioned above, may if selected, be posted in any
College, school, centre according to the exigencies of the DES/DQSE.

2.5.1Selected candidates
for Biology, Chemistry or Physics may be
required to teach Integrated Science according to the exigencies of
the DES/DQSE;
2.5.2Selected candidates
for Economics and Accounts may be required to teach
Business Studies according to the exigencies of the DES/DQSE;
2.5.3Selected candidates
for Computer Studies and/or Computing and/or
Information Technology may be required to teach Information and
Communication Technology according to the exigencies of the DES/DQSE.
3.Eligibility requirements common to all sectors and
subjects/areas:
3.1 By the closing time and date of this call for applications,
applicants must;
(a)(i) citizens
of Malta; or
(ii) citizens of other
Member States of the European Union who are entitled to equal
treatment to Maltese citizens in matters of employment by virtue of
EU legislation and treaty provisions dealing with the free movement
of workers; or
(iii) citizens of any
other country who are entitled to equal treatment to Maltese
citizens in matters related to employment by virtue of the
application to that country of EU legislation and treaty provisions
dealing with the free movement of workers; or
(iv) any other persons
who are entitled to equal treatment to Maltese citizens in matters
related to employment in terms of the law or the above-mentioned EU
legislation and treaty provisions, on account of their family
relationship with persons mentioned in paragraph (i), (ii) (iii);
or
(v) third country
nationals who have been granted long-term resident status in Malta
under regulation 4 of the “Status of Long-Term Residents (Third
Country Nationals) Regulations, 2006” or who have been granted a
residence permit under regulation 18(3) thereof, together with
family members of such third country nationals who have been granted
a residence permit under the “Family Reunification Regulations,
2007”.
The advice of the
Citizenship and Expatriates Department should be sought as necessary
in the interpretation of the above provisions
The appointment of candidates
referred to at (ii), (iii), (iv) and (v) above would necessitate the
issue of an employment licence in so far as this is required by the
Immigration Act and subsidiary legislation. The Employment and
Training Corporation should be consulted as necessary on this issue.
(b)able to
communicate in the Maltese and English languages;
(c)of good moral
character (those who are already in the
Public Service must produce a Service and Leave Record Form (GP 47);
Selected Candidates will be required to produce a Certificate
of conduct issued by the Police or other competent authority not
earlier than six (6) months from the closing date of this call for
applications and state whether they have ever been in Government
Service, giving details);
(d)(i) in
possession of a Bachelor of Education (Hons) or a First Degree (MQF
level 6) and a Post-Graduate Certificate in Education (MQF level 6)
or a recognised appropriate comparable qualification. Such
applicants would need to be eligible for a Permanent Warrant;
(ii) in the absence of
applications from eligible applicants according to 3.1 (d) (i) above
and/or in the absence of successful candidates, eligibility shall be
extended to applicants in possession of a related first degree (MQF
level 6) in addition to a related Master’s degree (MQF level 7) or a
recognised appropriate comparable qualification. Such applicants
would need to be eligible for a Permanent Warrant;
(iii) in the absence of
applications from eligible applicants according to 3.1 (d) (ii)
and/or in the absence of successful candidates, eligibility shall be
extended to applicants in possession of a first degree (MQF level 6)
or a recognised appropriate comparable qualification or a higher
comparable qualification;
(iv) in the absence of
applications from eligible applicants according to 3.1 (d) (iii)
and/or in the absence of successful candidates, eligibility shall be
extended to applicants qualified in not less than 2 subjects at
Advanced Matriculation Level (minimum grade E) (MQF level 4) or
comparable, and passes at Ordinary Level Secondary Education
Certificate (Grade 1-5) (MQF level 3) or comparable in English
Language, Maltese and Mathematics.
(e)
Applicants applying under clause 3.1 (d) to teach a subject
mentioned in paragraph 2.3, 2.4 and 2.5, need to have an Advance
Matriculation Level (minimum Grade E) or a related recognised
comparable qualification (MQF level 4) or higher in the subject they
wish to teach. In the case where an Advanced Matriculation Level
(minimum grade E) (MQF level 4) does not exist a relevant comparable
qualification recognised by the education authorities can be
presented.
3.2In the case of
Engineering Drawing/Computer Aided Design, applicants who sat
for their A level examinations in Engineering Drawing in 2010 or
before, need to produce an Advanced Matriculation Level (minimum
grade E) in Engineering Drawing or a recognised comparable
qualification and Level 2D and 3D City and Guilds Certificates in
Computer Aided Design or a recognised comparable qualification.
Candidates who sat for their A level in 2011 onwards need only to
produce the Engineering Drawing A Level certificate as this now
includes components in CAD.
4.Other common requirements
4.1 Eligible
applicants will be interviewed by a Selection Board if and when
vacancies arise in the subjects/sectors/areas mentioned in paragraph
2. Successful candidates who apply in terms of paragraph 3.1 (d) (i)
will be given preference over successful candidates who apply in
terms of paragraph 3.1 (d) (ii) and these will, in turn, be given
preference over successful applicants who apply in terms of
paragraph 3.1 (d) (iii) and so forth and hence, applicants applying
under paragraph 3.1 (d) (ii), (iii) and (iv) will be considered once
the order of merit of applicants in their preceding paragraphs have
been exhausted and if vacancies still exist.
4.2 Consequently, separate
results lists will be published according to the order of merit
pertaining to the sector/subject/area mentioned in clause 2, and in
accordance with paragraphs 3.1 (d) and 3.2.
4.3 (a) The results of the
interviews will be published by the Public Service Commission and
exhibited on the notice-board of the Office of the Public Service
Commission and that of the Directorate for Educational Services.
(b) A notification of the
issue of the results will be duly published in the Government
Gazette and will also appear on the website of the PSC where it may
be accessed at
http://www.psc.gov.mt.
4.4
Petitions objecting to the result in
terms of Section 1.1.17 of the Public Service Management Code are to
be submitted to the Executive Secretary, Public Service Commission,
the Palace, Valletta, copying to the Head of the Department wherein
the vacancy to be filled lies. Petitions are to reach the Commission
and the Head of Department within ten (10) working days from the
date of publication in the Government Gazette of the notice of the
issue of the result.
5. (a) Selected
supply teachers who are recruited in terms of paragraph 3.1 (d) (i)
and (ii) will be paid the Minimum of Salary Scale 9 if working on a
full-time basis or a pro-rata hourly rate according to the minimum
of salary scale 9 if working on a part-time basis;
(b) selected supply
teachers who are recruited in terms of paragraph 3.1 (d) (iii) will
be paid the Minimum of Salary Scale 10 if working on a full-time
basis or a pro-rata hourly rate according to the Minimum of Salary
Scale 10 if working on a part-time basis;
(c) selected supply
teachers who are recruited in terms of paragraph 3.1 (d) (iv) and
3.2 (b) will be paid the Minimum of Salary Scale 12 if working on a
full-time basis or a pro-rata hourly rate according to the Minimum
of Salary Scale 12 if working on a part-time basis.
Selected supply teachers will also
be entitled to the annual bonus and the weekly income supplement
both in full if working on a full-time basis or both on a pro-rata
basis according to the number of hours worked (contact hours and
preparation time) if working on a part-time basis.
6.1 Applicants are to fill in
one (1) application form for every subject/sector/area they wish to
apply for. Original certificates and/or testimonials relating to
their qualifications are to be produced by the candidate during the
interview.
6.2 Applicants must provide transcripts
of their qualifications. Diploma/Degree/Post-Graduate certificates
must be accompanied by a transcript, in English, showing the Degree
obtained and the final classification.
Qualifications and experience claimed must be supported by
certificates and/or testimonials, (Photocopies to be included
with the application or sent separately
to the receiving Directorate, while originals are to be
produced for verification at the interview).
Scanned copies sent electronically are acceptable.
6.3 Degrees
and/or certificates awarded by Maltese or foreign Universities and
other tertiary education institutions must be accompanied by
official transcripts or diploma supplements.
7. (a) With respect
to qualifications produced in response to this call for
applications, applicants are required to produce a recognition
statement by the Malta Qualifications Recognition Information Centre
(MQRIC) based within the Malta Qualifications Council, or by any
other designated authority, as applicable. Such statement should be
attached to the application and the original presented at the
interview.
(b) Applicants who are not
in possession of such a statement may still apply, provided that
they submit a copy of the statement to the receiving
department/directorate as soon as it is available and, in any case,
by not later than one month from the closing date of the call for
applications. Applicants who fail to present the required statement
within the one-month period for reasons beyond their control may
request an extension of this time limit, up to a further one month,
from the department/directorate receiving the applications,
indicating clearly the reasons for the delay. Requests for
extensions beyond this period are to be submitted for the
consideration of the Public Service Commission.
(c) Applicants are exempt
from the above requirements in respect of qualifications obtained
from accredited universities or other accredited institutions that
are listed and available for download from the MQRIC page of the
Malta Qualifications Council website (www.mqc.gov.mt/mqric).
In cases of doubt, however, the Selection Board may set aside this
exemption and direct an applicant to procure a recognition statement
from MQRIC. In such a case the applicant shall be given one month to
procure the statement, subject to the possibility of extension as
provided for in sub-paragraph (b) above.
8.1 Persons registered with the
National Commission for Persons with a Disability (NCPD) may be
given reasonable accommodation in terms of Section 7 of the Equal
Opportunities (Persons with Disability) Act, (Cap 413), even if they
do not satisfy in full the eligibility requirements for this post
provided they can carry out, in essence, the duties related to the
post and subject to the concurrence of the Public Administration
Human Resources Office and approval of the Public Service
Commission.
8.2 Representations in terms of
this clause should be attached to the application forms and
supported with relevant documents which must also include
documentary evidence of registration with the NCPD. Reasoned
justification should be given by the applicant to substantiate the
lack of full eligibility requirements and why reasoned
considerations are merited. All correspondence is to be addressed
to the receiving Directorate and copied to the NCPD.
9. Selected applicants will
be medically examined to ascertain that they are fit for employment.
10.1 Applications will continue
to be received up to noon (Central European Time) of 31st
October 2012. Eligible applicants will be interviewed by a
Selection Board if and when the need arises in order to assess their
suitability.
10.2However, should the
order of merit list be exhausted as a result of additional vacancies
in the subject/sector/area mentioned in clause 2, other applicants
may be interviewed without recourse to a new call for applications.
Successful candidates in every subject/sector/area will be placed in
an order of merit which will remain valid up to the end of
calendar year, 31st December 2012.

Public Officers, and a summary of qualifications and experience in

13. Applications received from
abroad through a fax, or other similar message, by noon (Central
European Time) of 31st October 2012 may be considered
provided that all requisite details are given. The formal
application duly signed by the applicant must reach the Customer

14. (a) A receipt
will be given at the time of delivery for applications delivered by
hand.
(b) Applications by post
should be sent by registered mail in sufficient time to ensure
delivery by the above deadline. These applications will be
