Call
for proposals for Individual Projects within the framework of the
European Economic Area (EEA) Financial Mechanism and the Norwegian
Financial Mechanism in the Republic
of Malta-

The
Planning and Priorities
Co-ordination Division (PPCD) within the Office of the Prime
Minister, as the designated Maltese
Focal Point that will be administering the funds within the
framework of the EEA Financial Mechanism and the Norwegian Financial Mechanism, would like to announce the Call
for proposals for the submission
of applications for Individual Projects.
The
application form and guidance notes may be downloaded from the PPCD
website (www.ppcd.gov.mt), and may
be used for both mechanisms. The guidance notes are intended to assist
potential applicants in compiling the necessary documentation. Examples
of indicators for the financial mechanisms (referred to Section 4.4 of
the application form) and the Rules and Procedures of the two financial
mechanisms are also available for download from the PPCD website.
Additionally, all relevant guidelines and other documents are available
on the website of the Financial Mechanism Office (www.eeagrants.org/documents)
Projects
funded by these mechanisms should be consistent with the selected
priorities for Malta.

Through
the EEA Financial Mechanism, a total of
€ 1,737,600[1]
shall be made available for projects under the following areas of priority: Protection of the environment, including the human
environment; Conservation of the European cultural heritage, including
public transport and urban renewal; Health and childcare; and Academic
research (as long as it lies within the scope of the chosen priority
areas). Under the Norwegian Financial Mechanism, a total of €
1,522,395[2]
shall be used to focus on these areas: Conservation of the European
cultural heritage, including public transport and urban renewal;
Implementation of the Schengen Acquis; Strengthening the judiciary; and
Academic research (as long as it is targeted at one or more of the
priority sectors).
All
public or private sector bodies and non-governmental organisations
(NGOs) may apply for assistance - e.g., national and local authorities,
education/research institutions, environmental bodies, voluntary and
community organisations. The applicant must be constituted as a legal
entity in Malta,
must be registered in Malta
and the subject of the application must be an activity in the public
interest and performed in Malta.
It
is important to note that the amount of grant assistance applied for
from the financial mechanisms cannot be less than €
250,000 of total eligible costs. This amount must be complemented
with the necessary co-financing to reach total project cost. The
different co-financing ceilings of the financial mechanisms can be found
under Section 3.2.1 of the Rules and Procedures for the Implementation
of the EEA Financial Mechanism and the Norwegian Financial Mechanism
(available on the PPCD website and via the Financial Mechanism Office
website (www.eeagrants.org/documents
- ‘Legal Framework’ section).
Reimbursement
of expenditure shall be made on the basis of provision of original
receipts and adherence to procedures as set out by the National Focal
Point.
In
the case of projects co-financed by central and local government, a
covering note should accompany the application form in which the
expected annual recurrent cost must be stated. In the case of projects
co-financed by local government, the Director Local Government should
verify and present a guarantee of the co-financing. In the case of
non-governmental projects, a guarantee of the co-financing has to be
presented, as well as proof of other factors, such as the sustainability
of the project.
Project
promoters should note that Section 4.3 of the Application Form concerns
the implementation schedule. Projects will need to be finalised by
December 2008. Preference will be given to projects that are mature and
ready for implementation, with particular reference to the status of
tenders and MEPA permits.
The
call closes on 25th
October 2005
at noon.
Applications with all supporting documents must be submitted no later
than at that time by hand in one printed original and 2 printed copies

[1]The total amount
of the allocation for the period 2004-2009 is € 1,920,000. 4% (€
76,800) of this total has been deducted for management costs of the
Financial Mechanism, whilst approximately 3% (€ 57,600) of the
total amount has been allocated to costs relating to appraisals,
monitoring and ex-post evaluation. 2.5% (€ 48,000) of the total
amount has been indicatively allocated for Technical Assistance.
