Post of
Staff Nurse on a full-time basis /Staff Nurse on a part-time basis
in the Ministry for Social Policy (Health)
In accordance with clause
3.1 of the current Collective Agreement, nomenclatures denoting the
male gender include also the female gender.
The Public Service
Commission invites applications for the post of Staff Nurse on a
full-time basis/Staff Nurse on a part-time basis in the Ministry
for Social Policy (Health).
2.1. The post of Staff Nurse
on a full-time basis / Staff Nurse on a Part-Time basis carries a
salary of €13,809 per annum rising by annual increments of €354 up
to a maximum of €15,933 (Salary Scale 12). A Staff Nurse will
progress to Salary Scale 10 with a salary of €15,668 per annum
rising by annual increments of €407.67 up to a maximum of €18,114 on
completion of five years service in the grade, subject to
satisfactory performance.
2.2. The salary of a Staff
Nurse on a full-time basis / Staff Nurse on a Part-Time basis in
possession of a BSc (Nursing) is €15,668 per annum rising by annual
increments of €407.67 up to a maximum of €18,114 (Salary Scale 10).
A graduate Staff Nurse will progress to Salary Scale 9 with a salary
of €16,690 per annum rising by annual increments of €447.33 up to a
maximum of €19,374 (on completion of two years service as graduate
Staff Nurse, subject to satisfactory performance.
2.3. The appointees will be
entitled to such other benefits and subject to such other conditions
and obligations as may be stipulated in any pertinent agreement
between the Government and the competent Union.
3. The appointment, which is
subject to a probationary period of one year, is on a full time/part
time basis and is subject to the rules governing from time to time
the Malta Public Service and the Ministry for Social Policy
(Health). It involves liability to transfer according to the
exigencies of the Malta Public Service.
4. The duties of a Staff
Nurse include :
a) providing safe, effective
and efficient care to a specified group of patients and
participating in the education of junior/visiting staff and
students;
b) giving information to the
Nursing Officer and other members of staff to ensure the efficient
and effective use of personnel and resources;
c) teaching and supervising
junior staff and students according to own level of
competence/experience;
d) making use of the
Information Technology systems which may be in operation within the
Ministry for Social Policy (Health).

5. The selected candidates
will be required to perform duties on a shift basis including night
duty according to the established rosters in the Ministry for Social
Policy (Health).
6. By the closing time and
date of this call for applications, applicants must:
a) (i) be citizens of
Malta;
OR
(ii) citizens of another
European Union Member State;
OR
(iii) citizens of other
countries to which the EU provisions on free movement of persons
apply (in case of difficulty the Ministry of Foreign Affairs is to
be consulted regarding the countries to which EU provisions apply);
OR
(iv) the spouse and
children, even if they are third country nationals, of any person
mentioned at (i), (ii) and (iii) above, provided they are eligible
to work in Malta under current legislation. This should be
determined with the advice of the Director, Citizenship and
Expatriate Affairs, Ministry of Foreign Affairs.
The appointment of
candidates referred to at (ii), (iii) and (iv) above would
necessitate the issue of an employment licence in so far as this is
required by the Immigration Act and subsidiary legislation.
b) have the ability to
communicate in the Maltese and/or English language as follows:
(i) Proficiency in English
will be accepted if applicants:
EITHER provide proof that
the primary nursing qualification was undertaken in English;
OR provide a valid
certificate for IELTS (International English Language Testing
System) at the level of 7.5 or above in each domain.
(ii) Proficiency in Maltese:
Before confirmation of appointment or after the first year of their
contract, whichever applicable, successful applicants must provide
evidence of basic proficiency in the Maltese language.
c) be in possession of a
certificate of registration with the Council for Nurses and Midwives
(Malta);
d) be of good moral
character (applicants who are already in the Malta Public Service
must produce a Service and Leave Record Form (GP47); Those applying
from outside the Malta Public Service must produce a recent
certificate of conduct issued by the Police or other competent
Authority not earlier than six (6) months from the date of this call
for applications and state whether they have ever been in the
Maltese Government Service giving details).
7. Applications will also be
considered from candidates who will be graduating in Nursing in the
year 2010/2011 provided they satisfy the requirements stated in
paragraphs 6(a), (b) and (d). If selected, such candidates must
produce the Certificate of registration indicated in paragraph 6(c)
before appointment.
8.1 Applications will also
be considered from candidates who are third country nationals,
provided they satisfy the requirements stated in paragraphs 6(b),
(c) and (d).
8.2 Such candidates will be
considered provided they are eligible to work in Malta under current
legislation. This should be determined with the advice of the
Director, Citizenship and Expatriate Affairs, Ministry of Foreign
Affairs.
8.3 The appointment of such
candidates would necessitate the issue of an employment licence in
so far as this is required by the Immigration Act and subsidiary
legislation.
8.4 Successful applicants
eligible in terms of this paragraph will enter into a three year
definite contract, subject to the satisfaction of all conditions
applicable listed in paragraphs 8.1, 8.2 and 8.3 above.
9. Applications will
continue to be received up to noon of 30th December 2011.
Eight selection processes will be conducted. Each selection
process, will have its own order of merit. The selection process
will consider applications received by the end of each quarter of
the year starting from 30th March 2010 up to 30th December 2011.
10.1. Persons registered
with the National Commission for Persons with a Disability (NCPD)
may be given reasonable accommodation in terms of Article 7 of the
Equal Opportunities (Persons with Disability) Act, (Cap. 413), even
if they do not satisfy in full the eligibility requirements for this
post provided they can carry out, in essence, the duties related to
the post and subject to the concurrence of the Management and
Personnel Office and approval of the Public Service Commission.
10.2. Representations in
terms of this clause should be attached to the application forms and
supported with relevant documents which must also include
documentary evidence of registration with the NCPD. Reasoned
justifications should be given by the applicant to substantiate the
lack of full eligibility requirements and why reasoned
considerations are merited. All correspondence is to be addressed
to the Ministry for Social Policy (Health) and copied to the NCPD.
11.1. Qualifications and
experience claimed must be supported by certificates and/or
testimonials, copies of which should either be attached to the
application or sent separately to the Ministry for Social Policy
(Health) by not later than ten (10) working days from the closing
date. Scanned copies sent electronically are acceptable.
11.2. Original certificates
and/or testimonials are to be invariably produced for verification
at the interview.
11.3. It is the
responsibility of applicants, in possession of qualifications
awarded by Maltese or foreign Universities/tertiary education
institutions (excluding qualifications awarded by the University of
Malta, Malta College of Arts, Science and Technology, Institute of
Tourism Studies and Institute for Conservation and Management of
Cultural Heritage), to produce a recognition statement on
comparability of qualifications issued by the Malta Qualifications
Recognition Information Centre (MQRIC) within the Ministry of
Education, Culture, Youth and Sport or the designated authority, as
applicable, which statement should be attached to the application
and the original presented at the interview. Candidates not in
possession of this statement may still apply, provided that they
submit a copy of the statement, issued by the pertinent authority,
to the receiving department as soon as available and, in any case,
by not later than one month from the closing date of the call for
applications. Applicants who fail to present the required statement
within the one-month period for reasons beyond their control, may
request an extension of this time-limit, up to a further one month,
to the Head of Department receiving the applications, indicating
clearly the reasons for the delay. Extensions beyond this period
are to be submitted for the consideration of the Public Service
Commission.
12.1. Eligible applicants
will be interviewed by a Selection Board to assess their suitability
for the post.
12.2. The result of the
interviews will be published by the Public Service Commission and
exhibited on the notice board of the Office of the Public Service
Commission and that of the Ministry for Social Policy (Health).
12.3. A notification of the
issue of the result will be duly published in the Government Gazette
and will also appear on the website of the Public Service Commission
where it may be accessed at
http://www.psc.gov.mt. A press notice will also be
issued to all local media organisations.
12.4. Petitions objecting to
the result in terms of Section 1.1.17 of the Public Service
Management Code are to be submitted to the Executive Secretary,
Public Service Commission, the Palace, Valletta, copying to the Head
of the Department wherein the vacancy to be filled lies. Petitions
are to reach the Commission and the Head of Department within ten
(10) working days from the date of the result.
13. Applicants selected for
appointment will be medically examined to ascertain that they are
fit for the post.

15. The prescribed

16. Applications received
from abroad through a fax or other similar message by noon (Central

provided that all requisite details are given. The formal

Social Policy (Health) by not later than one week after the closing

17. Applications delivered
by hand will be acknowledged in writing by the Ministry for Social
Policy (Health) and a receipt will be given in hand at the time of
delivery. Applications by post should be sent by registered mail in
sufficient time to ensure delivery by the above deadline. The
applications will be acknowledged in writing by the Ministry for
Social Policy (Health) within seven (7) days.
