The Commander, Detention Service, invites applications from retired
personnel in the Armed Forces of Malta or in the Malta Police Corps
or who have served in a similar disciplined corps for the engagement
of Casual Detention Service Officers.
2. Remuneration will be equivalent to Salary Scale 14 (minimum
point) currently €11,112 per annum.
3. The engagement will be of an entirely temporary nature and may be
terminated by the Government or his lawful representative, or by the
Casual Detention Service Officer at any time, by giving a week’s
notice in writing without specifying any reason therefor.
4. This casual engagement is not to be considered as a recall of:
(i) Reserve Constables in terms of Article 7 of the Police Act Cap.
164; or
(ii) Reserve Force regulated by Article 31 of the Armed Forces Act
(Cap.220).
5. Any performance which in the judgment of the Commander, Detention
Service is deemed unsatisfactory will lead to termination of
engagement.
6. Selected candidates will work on a shift basis (or day duties as
required) and they will be entitled to the payment of the
appropriate shift allowance.
7. Casual Detention Service Officers will be entitled to the
vacation/sick leave entitlement normally applicable to Casual
Staff.
8. Selected applicants will be attired in uniform in the course of
their duties.
9. Selected applicants will retain their pension entitlement and the
appropriate social security arrangements will apply.
10. The duties of a Casual Detention Service Officer include the:
i. Guarding Closed Centres accommodating irregular immigrants with
the aim of preventing escape attempts;
ii. Escorting irregular immigrants either within Closed Centres or
outside to locations such as hospitals;
iii. Preventing unauthorized persons from communicating or making
physical contact with irregular immigrants either in detention or
while being escorted outside Closed Centres;
iv. Ensuring that irregular immigrants fulfill their obligations
while in custody. Such obligations include, cleaning of their
accommodation, maintenance of good order and discipline;
v. Handling of daily mundane matters that can be resolved without
referring to higher authorities; such as serving food, performing
head counts, compiling list of irregular immigrants requesting to be
examined by a medical officer;
vi. Ensuring that certain requests by irregular immigrants, deemed
legitimate, are forwarded to higher authority; and
vii. Frisking of persons belonging to Non Government Organisations
or other civilians authorized access to Closed Centres and
inspection of bags, cases, etc. they may be carrying.
11. By the closing time and date of this call for applications,
applicants must:-
(a) Be retired Armed Forces of Malta or Malta Police Corps or having
served in a similarly disciplined corps personnel, not having been
medically boarded out or discharged on disciplinary grounds; and
(b) Be of good moral character; a recent Conduct Certificate issued
by the Police or other competent authority must be produced not
earlier than six (6) months prior to the closing date of this call
for applications.
12.1. Qualifications and experience claimed must be supported by
certificates and/or testimonials, copies of which should either be
attached to the application or sent separately to the receiving
Department by not later than ten (10) working days from the closing
date. Scanned copies sent electronically are acceptable.
12.2. Original certificates and/or testimonials are to be invariably
produced for verification at the interview.
12.3. It is the responsibility of applicants, in possession of
qualifications awarded by foreign Universities/tertiary education
institutions, to produce a recognition statement on comparability of
qualifications issued by the Malta Qualifications Recognition
Information Centre (MQRIC) within the Ministry of Education,
Culture, Youth and Sport or the designated authority, as applicable,
which statement should be attached to the application and the
original presented at the interview. Candidates not in possession of
this statement may still apply, provided that they submit a copy of
the statement, issued by the pertinent authority, to the receiving
department as soon as available and, in any case, by not later than
one month from the closing date of the call for applications.
13. The validity of the final order of merit will expire after two
(2) years from publication of the final result and vacancies will be
filled in accordance with the final order of merit achieved.
14. Eligible applicants will be assessed in an interview designed to
test their suitability to fill these vacancies.
15. Successful applicants selected as Casual Detention Service
Officers will be expected to be physically fit and may be requested
to undergo a fitness test to establish their suitability to carry
out these duties. In addition they will be medically examined.

noon (CET) of Friday 25th July, 2008.

provided that all requisite details are given. The formal

the Commander, Detention Service by not later than one week after

19. (a) Applications delivered by hand will be acknowledged in
writing by the Commander, Detention Service and a receipt will be
given in hand at the time of delivery.
(b) Applications by post should be sent by registered mail in
sufficient time to ensure delivery by the above deadline. The
applications will be acknowledged in writing by the Commander,
Detention Service.
