Engagement of Service Managers (School Resources Management) in the
Directorate for Educational Services (Des)
In accordance with clause 3.1 of the current Collective Agreement,
nomenclatures denoting the male gender include also the female
gender.
The Public Service Commission invites applications for the
engagement of suitably qualified and competent persons capable of
performing duties as Service Managers in the department of School
Resources Management in the Directorate for Educational Services
(DES).
2.
The functions of the DES are established by the Education Act (as
amended by Act XIII of 2006) which may be consulted on
www.education.gov.mt.
3.
The mission of the DES is to ensure the effective and efficient
operation and delivery of services to the Colleges and schools
within an established framework of decentralisation and autonomy.
4.
The DES is led by a Director General who, with the assistance of
three Directors and a number of Service Managers, is responsible for
the functions of this Directorate as provided for by the law.
5.
The DES has three departments, which include the Student Services,
Human Resources Development, and School Resources Management. Each
department led by a Director, under the direction of the Director
General (DES), will have a number of Service Managers assigned to
it.
6.
The
role and functions of the School Resources Management Department
within the DES covers the areas of educational facilities and
estates including building, refurbishment and maintenance of
schools, procurement, and technical services. This department will
have the following Service Managers:
Service Manager (Educational Facilities Management)
Service Manager (Technical Services)
Service Manager (ICT in Education)

Each of the selected candidates will be assigned by the Director
General (DES) areas of responsibility primarily related to functions
of the School Resources Management Department. Selected candidates
may, in time, be assigned to a different department or a different
area of responsibility as deemed necessary by the Director General
DES.
8. The duties of Service Managers in the School Resources Management
Department will be assigned by the Director General, and shall
include:
Ensuring the provision
and the coordination of services in particular areas at national,
College and school levels and striving towards maximum quality of
service for each student;
Managing and developing
staff, including performance appraisal, discipline, role
clarification, training;
Monitoring achievements
against plans and ensuring targets are met;
Participating in and
contributing to policy development and review;
Working with all levels
of staff, both educational and non-educational, whilst taking into
consideration the demands of policy and local circumstances, as well
as working with personnel from external agencies and organisations;
Managing the delivery,
quality and cost of educational services, as well as implementing
policies and directives and contributing to their review and
planning the strategic change to improve service delivery on an
ongoing basis;
Providing input to the
Business Plan and Annual Financial Estimates exercise, and managing
the section’s budget to ensure efficiency and effectiveness;
Overseeing the
day-to-day management of an organisation, a unit/s or a service
area/s within the DES;
Researching, gathering,
analysing and evaluating data and using it to plan and manage
services, projects, programmes and systems;
Participating in EU,
international and other projects;
Having or developing
the necessary knowledge, competences and skills to be literate in
and to be able to make effective use of Information and
Communication Technology, according to their function;
Performing, from time
to time, other duties as and when assigned by the line Director or
the Director General, DES.

10. The qualities being sought for in these positions are those of
capable persons, with knowledge, competences and drive to form part
of a team within the DES with the aim of improving the Maltese
educational system within the context of the National Curriculum
Framework with the delivery of effective services.
11. The
position of Service Manager is a position in Grade 5 and engagement
to this position will be made on the basis of a three (3) year
Performance Agreement, subject to a one-year probationary period.
The Performance Agreement will include a Performance Bonus of up to
10% of the basic salary and this entitlement will be subject to the
established performance review procedure. The appointees will not be
entitled to other perquisites pertaining to an appointment to a
Headship position.
12.1 If on the closing date of the call for applications, the
selected candidates are:
a) serving public officers who are already substantively in a grade
above Grade 5, they will retain their higher substantive grade;
b) Serving Public Officers who hold a substantive appointment in a
grade equivalent to Grade 5, may opt to accept the concurrent
appointment of Officer in Grade 5 or to retain their substantive
appointment
c) serving public officers who hold a substantive appointment in a
Grade below Grade 5, they will be substantively appointed Officers
in Grade 5;
d) serving public officers who occupy a contractual position in the
Malta Public Service and do not hold a substantive post in the Malta
Public Service, they will be substantively appointed ‘Officers in
Grade 5’ in the Malta Public Service.
e) not serving public officers, they will be substantively appointed
‘Officers in Grade 5’ in the Malta Public Service, and shall be
detailed for duty as Service Manager in the DES.
12.2 The selected public officer shall during the period of his/her
detailing as Service Manager at DES, be bound by the terms and
conditions of service applicable to public officers holding a
substantive appointment in the Malta Public Service.
12.3 In the case of a selected candidate who is not a serving
public officer, his/her appointment and possible progression in the
Malta Public Service shall be limited to posts or positions within
the Education Sector and, during the period of his/her detailing as
Service Manager in the DES, s/he will be bound by the terms and
conditions of service applicable to public officers holding a
substantive appointment in the Malta Public Service.
13.Officers in the
teaching grades may apply and, if selected,shall retain the
right to apply to fill vacancies in higher grades or positions for
which they are eligible as a result of their career progression in
the teaching career stream. The years of service in the position of
Service Manager shall be reckonable as years of service/experience
in the teaching grades.
14. Public Officers engaged in the position of Service Manager in
the DES on a Performance Agreement may, subject to creditable
performance, be re-engaged to the same position or engaged as
Service Manager in another field within the DES for another
successive 3-year periods. In the eventuality of termination or
non-renewal of contract, the incumbent in the position of Service
Manager will revert to the substantive grade held prior to the
commencement of the contract, or the grade of Officer in Grade 5, if
applicable. In the latter case, the officer may be detailed for
service in any department or Ministry.
15. Unsatisfactory performance during the period of the Performance
Agreement will lead to the termination of the performance agreement
and, if the officer is still in the probationary period of his
substantive appointment, to the termination of the substantive
appointment resulting from this call for applications.
16. A Service Manager
may be conditioned to a maximum of six-day working week of an
average weekly working time of forty hours averaged over a calendar
year on a time-table as established by the Director General DES.
17.
By the closing time and date of this call for applications,
applicants must:
a) (i) be citizens of
Malta;
OR
(ii) be citizens of
another European Union Member State;
or
(iii) be citizens of
other countries to which the EU provisions on free movement of
persons apply (in case of difficulty the Ministry of Foreign Affairs
is to be consulted regarding the countries to which EU provisions
apply);
or
(iv) be the spouse and
children, even if they are third country nationals, of any person
mentioned at (i), (ii) and (iii) above, provided they are eligible
to work in Malta under current legislation. This should be
determined with the advice of the Director, Citizenship and
Expatriate Affairs, Ministry for Justice and Home Affairs.
The appointment of
candidates referred to at (ii), (iii) and (iv) above would
necessitate the issue of an employment license in so far as this is
required by the Immigration Act and subsidiary legislation.
b) be able to
communicate in the Maltese and English languages;
c) i) in possession of
a relevant degree, or an appropriate, comparable recognised,
qualification, and at least eight (8) years experience in an area
related to the roles and functions of the School Resources
Management Department, namely education facilities management,
technical services or ICT in Education. Officers from the teaching
grades who can provide testimonials that they have eight (8) years
experience in one of the above mentioned areas are also eligible to
apply;
or
ii) persons with at
least twelve (12) years experience in an area related to the roles
and functions of the School Resources Management Department namely
education facilities management, technical services or ICT in
Education. Officers from the teaching grades, who can provide
testimonials that they have twelve (12) years experience in one of
the above-mentioned areas are also eligible to apply.
d) be of good moral
character (applicants who are already in the Malta Public Service
must produce a Service and Leave Record Form - GP47); those applying
from outside the Malta Public Service must produce a recent
certificate of conduct issued by the Police or other competent
Authority not earlier than six (6) months from the date of this call
for applications and state whether they have ever been in Maltese
Government service, giving details).
18. Officers in the
teaching grades eligible in terms of paragraph 17 may apply and, if
selected, will benefit from the conditions outlined in paragraph 13
above.
19. The selection process, in the form of an interview, will be
conducted by a selection board to be approved by the Malta Public
Service Commission.
20.1.
Persons registered with the National Commission for Persons with a
Disability (NCPD) may be given reasonable accommodation in terms of
Section 7 of the Equal Opportunities (Persons with Disability) Act,
2000, even if they do not satisfy in full the eligibility
requirements for this position provided they can carry out, in
essence, the duties related to the position and subject to the
concurrence of the Management and Personnel Office and approval of
the Public Service Commission.
20.2. Representations in terms of clause 20.1 should be attached to
the application forms and supported with relevant documents, which
must also include documentary evidence of registration with the NCPD.
Reasoned justifications should be given by the applicant to
substantiate the lack of full eligibility requirements and to state
why reasoned considerations are merited. All correspondence is to be

21.1. Qualifications
and experience claimed must be supported by certificates and/or
testimonials, copies of which should either be attached to the
application or sent separately to the receiving Directorate by not
later than ten (10) working days from the closing date. Scanned
copies sent electronically are acceptable.
21.2. Original
certificates and/or testimonials are to be invariably produced for
verification at the interview.
21.3. It is the
responsibility of applicants in possession of qualifications awarded
by foreign universities/tertiary education institutions, to produce
a recognition statement on comparability of qualifications issued by
the Malta Qualifications Recognition Information Centre (MQRIC)
within the Ministry of Education, Culture, Youth and Sport or the
Designated authority, as applicable, which statement should be
attached to the application and the original presented at the
interview. Candidates not in possession of this statement may still
apply, provided that they submit a copy of the statement, issued by
the pertinent authority, to the receiving department as soon as
available and, in any case, by not later than one month from the
closing date of the call for applications.
22. Petitions in terms
of Section 1.1.10 of the Public Service Management Code should be
submitted within ten (10) working days from the date of the result.
23. The Selection Board
will assess the applicant’s track record, leadership qualities,
personal attributes, managerial ability and potential for assuming
the responsibilities attached to the senior management position of
Service Manager.
24. Copies of all
Performance Management Programme (PMP) reports will be available to
the Selection Board in respect of each candidate being interviewed,
who already holds a post/position in the Malta Public Service. In
the case of candidates in respect of whom PMP reports are not
available, assessment reports from previous employers counter-signed
by the officer concerned may be accepted as testimonials.

26. Applications,
together with a curriculum vitae including qualifications and
experience, will be received in the first instance by Director
General, DES, Great Siege Road, Floriana, VLT 2000 or the Education
Office, Victoria, Gozo by not later than noon (Central European
Time) of Friday, 19th September 2008. The envelope is to be
clearly marked with the words: Application, Service Manager (School
Resources Management), Directorate for Educational Services.
27. Applications
received from abroad through a fax or other similar message by noon
(Central European Time) of Friday, 19th September 2008may be
considered provided that all requisite details are given. The
formal application duly signed by the applicant should be received
by the Director General DES or the Education Office, Victoria, Gozo
by not later than one week after the closing date. (The fax number

28. (a) Applications
delivered by hand will be acknowledged in writing by an officer of
the DES or the Education Office, Victoria, Gozo.
(b) Applications by
post should be sent by registered mail in sufficient time to ensure
delivery by the above dead-line. The applications will be
acknowledged in writing within seven (7) days.
29. Persons who have
already applied in response to the call for applications published
on 21 December 2007 need not apply again.
