The Department of Information (“DOI”) is holding a photography competition aimed at Professional Photographers with the theme Impressions of the Maltese Islands. The Competition has an €8000 prize fund, divided as follows: 1st Prize: €5000; 2nd Prize: €2000; 3rd Prize: €1000.
Official Competition Rules 1. Eligibility The Department of Information Competition (the “Competition”) is offered and open to all Professional Photographers. Employees of the DOI, members of the judging panel and members of the immediate family (parents, siblings, children and spouse, wherever they reside) or household members (whether or not related) of such employees are not eligible. By participating you agree to these Official Rules and Terms and Conditions located at http://www.doi.gov.mt/EN/Competitions/competitions.asp. 2. Competition Period The Competition launches on the 5th October 2011. Entries must be presented at the Department of Information, 3, Castille Place, Valletta between the 9th and 20th January 2012 (Monday to Friday) during the following hours: 08:30 – 12:00 and 13:30 – 16:30. Judging will take place during the following month and the winners will be announced in March. The DOI reserves the right, in its sole discretion, to cancel, suspend or extend the Competition at any time without notice. 3. How to participate
3.1 To enter the Competition, participants must present an original, colour, non-abstract photograph at the Department of Information. The photograph must be printed and mounted. The shortest side of the photograph must be at least 25cm. Participants must also present the entry form found here. An entry form must be submitted for each photograph.
3.2 In addition, on the back of each photograph, a form with the following information must be affixed: v Name of photo v Date and Time when the photo was taken v Aperture v Shutter Speed v Lighting used A template may be found here.
3.3 Each entry must consist of one photograph, which must be presented in a protective cardboard package / portfolio. The photograph and mount cannot be marked in any way (front or back) by the photographer’s signature, logo, name or any other distinguishing mark. Presence of the aforementioned will automatically disqualify the entry.
3.4
Monochrome and abstract photographs will be automatically disqualified. 3.5 The participant must pay a €5 entry fee per photograph.
3.6 The participant can present a maximum of 5 photographs.
3.7 By participating in this competition, the participant is excluding him/herself from participating in the DOI’s concurrent competition aimed at Amateur Photographers.
3.8 By entering the competition you are also confirming that you have read and agreed to these rules.
3.9 By submitting their entries, participants certify that they own the full rights on the photograph and that they have the formal consent of the people represented in it. In case of dispute related to violation of privacy and/or creative rights, the sole responsibility will lie with the person who submitted the said photograph. Before being awarded the prize, the winner must provide consent forms signed by any person featuring in the photograph, or signed by parents in the case that the photograph features persons under 16 years of age. 3.10 The use of copyrighted cartoon characters or television, film or sports figures is not acceptable. The use of business or company names or logos should not be included anywhere in the photograph. Product placement will automatically disqualify the photograph.
3.11 It is important that the submitted photographs have not won any previous local open or international competitions.
3.12 Participants must present the entry form found here together with their photograph(s).
3.13 By participating in this competition, you are consenting to receive emails from the DOI and other government entities.
4. Selection Process
4.1
The Photographs will be judged by a judging panel.
4.2
To ensure anonymity, on receipt of the photograph, each photograph will
be assigned an individual index number. Henceforth, the photograph will be
identified by this index number.
4.3
In order to be eligible, submitted photographs have to portray images of
the Maltese Islands and whatever is identifiably Maltese, including but not
restricted to: v cultural and historical heritage v folklore and tradition; v natural resources; v food and drink; v arts and crafts;
v
popular culture. 4.4 The panel will judge in three phases, described hereunder: v Phase I: Technical Aspects The panel will award a maximum of 25 marks (maximum total – 100 marks) for each of the following aspects: Separation of Foreground and Background Lighting Exposure Focus Technique The photograph must obtain at least 60 marks to
proceed to the second phase. v Phase II: Artistic Aspects The panel will award a maximum of 20 marks (maximum total – 100 marks) for each of the following aspects: Perspective Framing and Composition Originality Creative Lighting Colour Depiction
v Phase III Following the addition of the marks awarded in Phase I and those awarded in Phase II; the 10 photographs with the most marks will be considered the finalists. These 10 photographs will now be judged on their conveying of the theme “Impressions of the Maltese Islands” and the winners will be chosen. 5. Prize 5.1 The winners of this competition will receive: 1st Prize: €5000; 2nd Prize: €2000; 3rd Prize: €1000.
5.2
Participants must be residing in Malta at the time of entry. 5.3 In the first week of March 2012 the winner will be notified via e-mail and telephone by the DOI to collect his/her prize. 5.4 Participants (or their representatives) must be available to collect the prize on the date and time specified by the DOI, which may be during an open press event or an official prize-giving ceremony.
6. General Condition Participants agree
6.1
that the Department of Information and all other government entities, and
all of their respective officers, directors, employees, representatives and
agents (individually and collectively “Releasees”) are released, will have no
liability whatsoever for, and shall be indemnified and held harmless by
participants against any liability for any losses or damages of any kind
(whether due to negligence or otherwise) to person(s), or property resulting in
whole or in part, directly or indirectly, from acceptance, possession, misuse or
use of the prize or participation in this Competition or any Competition related
activities, and, 6.2 the participants grant permission to the Department of Information and those acting under its authority the right to the use of his/her name, picture, likeness, voice, biographical information and statements, at any time or times, in perpetuity, for advertising, trade, publicity and promotional purposes without additional compensation (except where legally prohibited), in all media now known or hereafter discovered or devised, worldwide, and on the Internet and World Wide Web, without notice, review, or approval. Potential prize winners may be required to complete, sign and return an Affidavit of Eligibility, a Liability Release, and where lawful a Publicity Release within seven (7) days of the date on the notification. If documents are not returned timely, or if the prize notification or prize is returned as non-deliverable, or if the potential winner is found to be ineligible or otherwise not in compliance with the Rules, prize may be forfeited and an alternate winner selected. Payments for the prizes in Section 5 above will be paid in Euro. Any questions, comments or complaints regarding this Competition should be directed to the DOI at doi.competitions@gov.mt.
7.
Liability 7.1. The Department of Information is not responsible for lost, late, misdirected, incomplete e-mail; or for interrupted or unavailable satellite, network, server, Internet Service Provider (ISP), Competition Website i.e. the Department of Information website http://www.doi.gov.mt/EN/Competitions/competitions.asp or the Department of Information Facebook Page http://www.facebook.com/DOImalta, telephone or other connections, availability or accessibility, or miscommunications.

http://www.facebook.com/DOImalta. 7.3. Persons who tamper with or abuse any aspect of this Competition, as solely determined by the Department of Information, will be disqualified. Any use of third party entry methods will void the entry and disqualify the entrant using such methods.
7.4. The DOI is not responsible for injury or damage to participants' or to any other person's equipment related to or resulting from participating in this Competition. Should any portion of the Competition be, in the DOI’s sole opinion, compromised by any causes which, in the sole opinion of the DOI, corrupt or impair the administration, security, fairness or proper play, or submission of entries, the DOI reserves the right at its sole discretion to suspend, modify or terminate the Competition, and select the winners from entries received prior to action taken or as otherwise deemed fair and appropriate by the DOI.
7.5. The DOI is not responsible for any incorrect or inaccurate information, whether caused by the Competition Website users, or any website users, tampering, hacking, or by any equipment or programming associated with or utilized in the Competition, and assume no responsibility for any error, interruption, deletion, defect, delay in operation, or transmission, communications line failure, theft or destruction, or unauthorized access to or use to this Competition Website or any website. Nor does the DOI hold itself responsible for the way the Competition is portrayed in the media.
7.6. In case of dispute, the authorized subscriber of the e-mail account used to enter the Competition at the actual time of entry will be deemed to be the participant, and must comply with the Rules. The authorized account subscriber is deemed to be the natural person who is assigned an e-mail address by an Internet Access Provider, on-line service provider, or other organization which is responsible for assigning e-mail addresses. In no event will the DOI be responsible or liable for any damages or losses of any kind, including direct, indirect, incidental, consequential or punitive damages arising out of your access to and use of competition website or downloading from and/or printing material downloaded from said page. Limiting the foregoing, everything on this page is provided “as is” without warranty of any kind, either express or implied, including, but not limited to, implied warranties of satisfactory quality, fitness for a particular purpose or non-infringement. 8. Severability In the event any provision of the Rules is deemed illegal, invalid or unenforceable, such provision shall be stricken to the extent of its illegality, invalidity or unenforceability and the remainder of the Rules shall be construed and enforced as if it did not contain the stricken provision. 9.
