The Department of Information (“DOI”) is holding a photography competition aimed at Amateur Photographers with the theme Impressions of the Maltese Islands.
The Competition has an €3500 prize fund, divided thus: 1st Prize: €2000; 2nd Prize: €1000; 3rd Prize: €500.
Official Competition Rules
1. Eligibility The Department of Information Competition (the “Competition”) is offered and open to all Amateur Photographers aged 16 and over. Employees of the DOI, members of the judging panel and members of the immediate family (parents, siblings, children and spouse, wherever they reside) or household members (whether or not related) of such employees are not eligible. By participating you agree to these Official Rules and Terms and Conditions located at http://www.doi.gov.mt/EN/Competitions/competitions.asp. 2. Competition Period The Competition begins on the 5th October, 2011. Entries must be submitted by noon of Tuesday, 10th January, 2012 via e-mail on doi.competitions@gov.mt. Eligible entries will then be uploaded on the Department of Information Facebook Wall by Department of Information Officials. Facebook is not in any way organising the competition. Public voting will make up 30% of the voting. People can vote between the 16th and 27th January, 2012. The winners will be announced in March. The Department of Information reserves the right, in its sole discretion, to cancel, suspend or extend the Competition at any time without notice.
3. How to participate
3.1 To enter the Competition, participants must send an original, colour, non-abstract photograph to the Department of Information email address doi.competitions@gov.mt in v Format: JPG v Size: 2835 x 3780 pixels 300 dpi
Each image should be named as follows: DOI_[Surname]_[Name]_[ImageName].jpg. Ex: DOI_Borg_Joe_Image1.jpg
Participants must attach the entry form found here.
3.2 By participating in this competition, the participant is excluding him/herself from participating in the DOI’s concurrent competition aimed at Professional Photographers.
3.3 By entering the competition you are also confirming that you have read and agreed to these rules.
3.4 By submitting their entries, participants certify that they own the full rights on the photograph and that they have the formal consent of the people represented in it. In case of dispute related to violation of privacy and/or creative rights, the sole responsibility will lie with the person who submitted the said design. Before being awarded the prize, the winner must provide consent forms signed by any person featuring in the photograph, or signed by parents in the case that the photograph features persons under 16 years of age. 3.5 Monochrome and abstract photographs will be automatically disqualified.
3.6 The use of copyrighted cartoon characters or television, film or sports figures is not acceptable. The use of business or company names or logos should not be included anywhere in the photograph. Product placement will automatically disqualify the photograph.
3.7 It is important that the submitted photographs have not won any previous local open or international competitions.
3.8 Entrance is free. Only one entry per participant will be accepted and the first submission received will be considered the only valid entry.
3.9 Participants must present the entry form found here together with their photograph.
3.10 By participating in this competition, you are consenting to receive emails from the DOI and other government entities.
4. Selection Process 4.1 In order to be eligible, submitted photographs have to portray images of the Maltese Islands and whatever is identifiably Maltese, including but not restricted to: v cultural and historical heritage; v natural resources; v folklore and tradition; v food and drink; v arts and crafts; v popular culture. Only eligible photographs will be uploaded on Facebook. 4.2 The photographs will be judged thus: v Phase Ia: Public Vote - 30% People may vote for their favourite photograph between the 16th and 27th January, 2012. 30% of the final mark awarded will be based on public vote. v Phase Ib: Technique – 70% The panel will award marks for the following aspects: Perspective – maximum of 10 marks Framing – maximum of 10 marks Composition – maximum of 10 marks Creative lighting – maximum of 10 marks Colour depiction – maximum of 10 marks Originality – maximum of 20 marks v Phase II Following the addition of the marks awarded in Phase Ia and those awarded in Phase Ib; the 10 photographs with the most marks will be considered the finalists. These 10 photographs will now be judged on their conveying of the theme “Impressions of the Maltese Islands” and the winners will be chosen.
4.3
Direct posts to the wall of the Department of Information Facebook Wall
are not eligible and will be discarded. 4.4 Voting will remain open until 27th January, 2012. 5. Prize 5.1 The winners of this competition will receive: 1st Prize: €2000; 2nd Prize: €1000; 3rd Prize: €500.
5.2
Participants must be residing in Malta at the time of entry.
5.3
In March 2012 the winner will be notified via e-mail and telephone by the
DOI to collect his/her prize.
5.4
Participants (or their representatives) must be available to collect the
prize on the date and time specified by the DOI, which may be during an open
press event or an official prize-giving ceremony. 5.5 Prize is not exchangeable and adjudicating decision is final.
6. General Condition Participants agree
6.1
that the Department of Information and all other government entities, and
all of their respective officers, directors, employees, representatives and
agents (individually and collectively “Releasees”) are released, will have no
liability whatsoever for, and shall be indemnified and held harmless by
participants against any liability for any losses or damages of any kind
(whether due to negligence or otherwise) to person(s), or property resulting in
whole or in part, directly or indirectly, from acceptance, possession, misuse or
use of the prize or participation in this Competition or any Competition related
activities, and, 6.2 the participants grant permission to the Department of Information and those acting under its authority the right to the use of his/her name, picture, likeness, voice, biographical information and statements, at any time or times, in perpetuity, for advertising, trade, publicity and promotional purposes without additional compensation (except where legally prohibited), in all media now known or hereafter discovered or devised, worldwide, and on the Internet and World Wide Web, without notice, review, or approval. Potential prize winners may be required to complete, sign and return an Affidavit of Eligibility, a Liability Release, and where lawful a Publicity Release within seven (7) days of the date on the notification. If documents are not returned timely, or if the prize notification or prize is returned as non-deliverable, or if the potential winner is found to be ineligible or otherwise not in compliance with the Rules, prize may be forfeited and an alternate winner selected. Payments for the prizes in Section 5 above will be paid in Euro. Any questions, comments or complaints regarding this Competition should be directed to the DOI at doi.competitions@gov.mt.
7. Liability
7.1
The Department of Information is not responsible for lost, late,
misdirected, incomplete e-mail; or for interrupted or unavailable satellite,
network, server, Internet Service Provider (ISP), Competition Website i.e.

telephone or other connections, availability or accessibility, or
miscommunications, or failed computer, satellite, telephone or cable
transmissions, or lines, or technical failure or jumbled, corrupted, scrambled,
delayed, or misdirected transmissions or computer hardware or software or
program/programming malfunctions, failures, or technical errors or difficulties,
or other errors of any kind whether human, mechanical, electronic or network or
the incorrect or inaccurate capture or transmission of registration, entry or
other information or the failure to capture, or loss of, any such or similar
information.
7.2

Facebook is not in any way organising the
competition and nor is it liable for any aspect of the competition.
7.3
Persons who tamper with or abuse any aspect of this Competition, as
solely determined by the Department of Information, will be disqualified. Any
use of third party entry methods will void the entry and disqualify the entrant
using such methods.
7.4
The DOI is not responsible for injury or damage to participants' or to
any other person's computer related to or resulting from participating in this
Competition or downloading materials from or use of the Competition Website or
any website. Should any portion of the Competition be, in the DOI’s sole
opinion, compromised by virus, worms, bugs, non-authorized human intervention,
technical failures or any other causes which, in the sole opinion of the DOI,
corrupt or impair the administration, security, fairness or proper play, or
submission of entries, the DOI reserves the right at its sole discretion to
suspend, modify or terminate the Competition, and select the winners from
entries received prior to action taken or as otherwise deemed fair and
appropriate by the DOI.
7.5
The DOI is not responsible for any incorrect or inaccurate information,
whether caused by the Competition Website users, or any website users,
tampering, hacking, or by any equipment or programming associated with or
utilized in the Competition, and assume no responsibility for any error,
interruption, deletion, defect, delay in operation, or transmission,
communications line failure, theft or destruction, or unauthorized access to or
use to this Competition Website or any website. Nor does the DOI hold itself
responsible for the way the Competition is portrayed in the media. 7.6 In case of dispute, the authorized subscriber of the e-mail account used to enter the Competition at the actual time of entry will be deemed to be the participant, and must comply with the Rules. The authorized account subscriber is deemed to be the natural person who is assigned an e-mail address by an Internet Access Provider, on-line service provider, or other organization which is responsible for assigning e-mail addresses. In no event will the DOI be responsible or liable for any damages or losses of any kind, including direct, indirect, incidental, consequential or punitive damages arising out of your access to and use of competition website or downloading from and/or printing material downloaded from said page. Limiting the foregoing, everything on this page is provided “as is” without warranty of any kind, either express or implied, including, but not limited to, implied warranties of satisfactory quality, fitness for a particular purpose or non-infringement. 8. Severability In the event any provision of the Rules is deemed illegal, invalid or unenforceable, such provision shall be stricken to the extent of its illegality, invalidity or unenforceability and the remainder of the Rules shall be construed and enforced as if it did not contain the stricken provision. 9.
